Title I Waiver Request

Request for Public Comment - SCDE Request for a Waiver from the United States Department of Education (USED) to extend the federal fiscal year 2015 (FY15) grant award period for selected ESEA grants expiring 09/30/17.

The South Carolina Department of Education (SCDE) is in the process of submitting to the U.S. Department of Education (USED) a limited waiver request pursuant to section 8401(b) of the Every Student Succeeds Act (ESSA).  The SCDE is requesting this waiver to extend the federal fiscal year 2015 (FY15) grant award period for twenty four additional months for selected Elementary and Secondary Education Act (ESEA) grants that are expiring 09/30/17.  This waiver will advance student achievement by permitting the SCDE to reallocate these funds under each program’s requirements so that LEAs, schools, and other types of eligible organizations will have sufficient time to plan and expend the funds.  Each respective program office will monitor and regularly evaluate the effectiveness of the implementation of these programs through standard monitoring processes.  SCDE requests this waiver to provide for continued support for helping those students most at risk for school failure.

The USED requires that the SCDE provide notice and an opportunity for comment regarding the proposed ESSA waiver.  If you wish to provide input on the SCDE proposed amendment request, please send your comments by Thursday, September 27, 2017, via email to jrhodes@ed.sc.gov.  If you have questions regarding this request, please contact Jennifer Rhodes at 803-734-8110 or Barret Leviner at 803-734-3477.
