Information about ARP EANS Program

Section 2002 of the American Rescue Plan Act of 2021 (ARP Act) requires the United States Department of Education to reserve $2,750,000,000 for making a second round of allocations to Governors under the Emergency Assistance to Non-Public Schools program, originally authorized under section 312(d) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act).

South Carolina is being awarded $40,560,267, of which, $40,357,466 will be available to eligible nonprofit, nonpublic schools in South Carolina. To be eligible, a nonpublic school must be a nonprofit, established before March 13, 2020, accredited, licensed, or otherwise approved to operate in accordance with State law, and did not and will not apply for and receive a loan under the Small Business Administration’s Paycheck Protection Program (PPP) (15 U.S.C. 636(a)(37)) that is made on or after December 27, 2020. Additionally, only those nonpublic schools who enroll a significant percentage (40% as defined in the South Carolina ARP EANS application) of low-income students and are most impacted by the pandemic will be considered.

Updates to SC ARP EANS: The eligibility requirements for SC ARP EANS have been altered. On January 14, 2022, Governor Henry McMaster submitted a revised application to the U.S. Department of Education (USED) indicating a revised low-income enrollment threshold of 20 percent. This amended application was accepted and approved by USED on February 10, 2022.
 

ARP EANS Claim Submission

Equipment Tracker 
Provides access to the Equipment Tracker spreadsheet, which is required for future purchase of equipment, as defined in any Technical Assistance session held for the SC EANS programs. Please note: When submitting a tracker for ARP EANS, only the future Instructions and Future Purchase tabs should be complete. Reimbursements are not permitted.

Ownership Transfer
Provides access to the Transfer of Ownership form, which is required for any future purchase of equipment, as defined in any Technical Assistance session held for the SC EANS programs.

Service Provider Pre-Registration (Link Closed)
The Service Provider Pre-Registration page may be used to register as a provider for products and/or services for either SC EANS program.

Poverty Guidelines 2020
The above link accesses the 2020 Poverty Guidelines issued by the United States Department of Health and Human Services. These must be used when supplying the SCDE with 2020-21 poverty data to determine eligibility.
