S.C. Code § 59-26-35, established by Act 185 of 2021-22, requires the development of the South Carolina Educator Preparation Report Card for the purpose of evaluating the effectiveness of South Carolina’s educator preparation programs in preparing beginning teachers for classroom practice.

Proviso 117.196 of the General Appropriations Act for Fiscal Year 2025-26 advises the Commission on Higher Education to collaborate with the South Carolina Department of Education (SCDE) and the Department of Administration’s Executive Budget Office to transition the Educator Preparation Report Card program to the SCDE no later than January 1, 2026. As part of this transition, the SCDE has developed a series of educator preparation dashboards to provide data on various measures related to educator preparation, including the employment and performance effectiveness of program completers.
