The 2016 Appropriations Act requires the SCDE to report on the coaching initiatives as required by ACT 284, Read to Succeed. This report includes the hiring/assignment of reading/literacy coaches by school as well as the amount of funding to be used for Summer Reading Camp.
Under the provisos, districts with schools receiving funding are required to report to the SCDE the name and qualifications of the funded reading/literacy coaches, the schools in which coaches are assigned, and specific amounts and uses of proviso funds.
Using data reported by the school districts, the SCDE is required to report to the General Assembly by January fifteenth of the current fiscal year on the hiring of an assignment of reading/literacy coaches by the school. The SCDE must also report the amount of unspent or unallocated funds that will be used for Summer Reading Camps.
In 2014 Act 284, Read to Succeed, was approved by Governor Nikki Haley and signed into law. The legislature designed the statute with the intention of increasing the number of students in South Carolina who can proficiently read and coprehend grade-level text. The 2016 Appropriations Act requires the SCDE to report on the coaching initiatives.
