Under the Every Student Succeeds Act, Comprehensive Support and Improvement Schools are Title I schools performing in the bottom five percent (5%) in the state. Both Title I and Non-Title I high schools will be identified as CSI Schools if their graduation rate is less than seventy percent (70%). Title I schools identified for ATSI due to low performing subgroups who have not satisfied the statewide exit criteria for such schools after six years (two identification cycles) will be identified as CSI schools due to chronically low performing subgroups. Each school identified as CSI will receive technical assistance funds and be assigned a state level transformation coach.
Schools may be identified for Comprehensive Support and Improvement (CSI) in three ways. Title I schools are grouped by grade span and ranked based on their overall weighted index score, with schools performing in the lowest five percent (5%) of their grade span identified for CSI. Any high school with a graduation rate below seventy percent (70%) is also identified as CSI, regardless of Title I status. In addition, a Title I school identified for Additional Targeted Support and Improvement (ATSI) in the same student subgroup for three consecutive identification cycles will have its identification status changed from ATSI to CSI.
Schools identified for CSI may exit identification status by meeting the criteria associated with their identification pathway. Schools identified because they were in the bottom 5% of Title I schools must improve their overall performance enough to move above the bottom 5% threshold and show increased student achievement in English Language Arts (ELA) or math. High schools identified due to a graduation rate below 70% must raise their graduation rate to 70% or higher. Schools identified as Additional Targeted Support and Improvement (ATSI) after three consecutive cycles must improve the performance of the identified subgroup so that it exceeds the performance of all students in the highest-performing Title I CSI school and demonstrate increased achievement in ELA or math compared to when the school was first identified.

A school diagnostic review is a comprehensive on-site evaluation conducted by a team of external educational experts to assess the overall performance of a school. Required for all schools identified for CSI, the review examines leadership, instructional practices, organizational systems, and resource utilization to identify factors impacting student achievement and school performance. During the multi-day process, review team members analyze data, conduct classroom observations, and interview staff, students, and stakeholders. The result is an objective, evidence-based report that highlights strengths, identifies areas for improvement, and provides recommendations to inform the development and implementation of the school's Continuous Improvement Plan (CIP).
