American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief Fund (ESSER) After-school and Summer Initiative

Description

The purpose of the ARP ESSER After-school and Summer Initiative is to provide opportunities for communities to establish or expand activities that
  1. provide opportunities for academic enrichment, including providing tutorial services to help low-income students, students with disabilities, English learners, migrant students, students experiencing homelessness, and children in foster care.
  2. offer students additional services and programs that implement evidence-based activities to meet the comprehensive needs of students, such as youth development activities, service learning, counseling programs, arts, music, physical fitness and wellness programs, technology education programs, financial literacy programs, environmental literacy programs, mathematics, science, career, and technical programs.

Community-based organizations in South Carolina with 501(c)(3) designations and active SAM.gov registrations.

Total Funding Available

$5,000,000

Funding Detail

The South Carolina Department of Education (SCDE) anticipates awarding approximately forty-five (45) subgrants. Award amounts will be determined based on the type of applicant and the number of students to be served. The minimum number of students to be served is twenty (20) and the minimum amount that may be awarded is $90,000 to a subgrantee providing services for After-school and Summer programs. For a subgrantee providing summer-only programs or after-school-only programs, the minimum amount that can be awarded is $60,000.

The Office of Emergency Programs provided a ClassWallet technical assistance webinar on April 5, 2023. This TA session includes some reminders about what to expect with this subaward, required documentation for the distribution of funds, and an introduction to ClassWallet, the platform which will be used to submit claims for reimbursement and supporting documentation.
