Description
In 2024, the South Carolina General Assembly began allocating funds to the South Carolina Department of Education (SCDE) for the Abstinence-Until-Marriage Emerging Programs. Prior to 2024, this state grant was administered by the former South Carolina Department of Health and Environmental Control (SCDHEC). The SCDE administers these funds in accordance with the legislative proviso 1.100. (SDE: Abstinence-Until-Marriage Emerging Programs).
The State Abstinence Until Marriage—Emerging program funding is intended for programs or organizations that have not reached the level of evidence-based data to show validation of activity related to Sexual Risk Avoidance Education (SRAE), but that have apparent potential to accomplish the goals of abstinence education. Criteria used to identify qualifying emerging programs include,
- New, innovative outreach methods, not previously used in SRAE
- New outreach activities in priority areas of the state
- Novel programs that use local service area organizations designed to increase sexual risk avoidance
- Use of the same curriculum for no more than 3 years.

Non-profit 501(c)(3) organizations that can document their capacity to implement Emerging programs that promote abstinence-until-marriage program services for youth ages 10-19.

Funding Detail
The SCDE anticipates awarding one (1) grant. The award amount will be determined based on the quality of applications received and total funding requested.
