Under the Every Student Succeeds Act, states must identify schools with one or more "consistently underperforming" subgroups of students, based on all indicators in the statewide system of annual meaningful differentiation, including the definition used by the State to determine consistent underperformance. (ESEA section 111 (c)(4)(C)(iii)). The South Carolina Department of Education will identify schools annually with underperforming accountability subgroups. This page is for schools that have been designated as Targeted Support and Improvement Schools (TSI) and Additional Targeted Support and Improvement Schools (ATSI).
Progress Monitoring Submission
Schools with underperforming accountability subgroups will be identified annually. TSI schools are schools with one or more subgroups performing in the bottom 10 percent of schools across all accountability indicators. Three consecutive years of being identified as having the same "underperforming accountability subgroup" will cause a school to be identified as consistently underperforming and be designated as a Targeted Support and Improvement School. Schools will be identified for Additional Targeted Support and Improvement if one or more subgroups of students on its own would lead to identification under ESEA. Any school in which one or more subgroups of students is performing at or below the performance of all students in the highest performing 5 percent of CSI across all accountability indicators.
