Electronic Portal Instructions

The Office of School Facilities is pleased to release the "School Facilities Portal", which is a new electronic database system for effectively managing all public school construction and renovation projects in South Carolina. The system will provide a one-stop shop for Districts, Design Professionals, Chapter One Inspectors, and other state agencies to obtain the status of a project in real-time and per the South Carolina School Facilities Planning and Construction Guide.

As required by SC State Law 59-23-210 & -220, all construction, improvement and renovation of public school buildings and property must comply with the latest standards and the Guide prior to bidding and inspected for occupancy. The new electronic portal provides the following benefits:

How To Gain Access

Portal Instructions

  1. District/Charter enter their existing and/or new purchase/lease properties (one-time entry) under the “Property Acquisition” tab
  2. District/Charter enter a project on the property from step 1 under the “Project Management” tab
  3. District/Charter selects the Design Firm/Contact from the drop-down list
  4. Design Professional uploads plans to the project under the “Project Management” tab
  5. OSF Review the plans in pursuit of Permit and Certificate of Occupancy

Q: What forms will the new School Facilities Portal replace?
A: Forms F1, F2A, F2 and F7.

Chapter 1 Inspector
Q: When do I need to submit hardcopies of my Resume, Memorandum of Understanding and South Carolina Labor, Licensing and Regulation (SCLLR) certifications?
A: Hardcopies are required one-time when initially gaining access. After gaining access, update documents in the portal for renewal (no hardcopies).

District Facilities Data Entry User
Q: What should I do if I receive a system error message/page when logging in or navigating the new School Facilities Web Portal?
A: Submit an e-ticket in the Member Center. Provide full details of the steps you took in receiving the error message, screenshots of the message and any other information you can provide. You are welcome to keep OSF informed as well.

Design Professional User
Q: What is the maximum file size per upload?
A: 500MB per individual file upload.
Q: Can other Design Professionals within my firm view my project(s)?
A: Yes, users of the same firm can view projects assigned within OSF by the firm.
