This page provides information for school year 2024-2025 related to operating Ecollect and administering School Climate Surveys.

Please reference the Education Oversight Committee’s Accountability Manuals page for the most recently updated version of their Accountability Manual, which specifies usage of Climate Survey responses in calculating School Report Card metrics.
While all feedback received in each survey is used to consider school improvements, the surveys that have direct quantitative correlations in calculating report card scores are the Teacher Survey and the Student Survey.
The Student and Teacher Surveys will be accessed through Ecollect via Student/Teacher Portals.
The Parent Survey will be administered through Qualtrics. Links to the Qualtrics site will be available through Ecollect that parents may access via Parent Portal. Parents will receive one survey link per student associated with that parent/guardian.

**Note that URLs for accessing PowerSchool portals (i.e., the PowerSchool Parent/Student Portal and Teacher Portal) vary from district to district; typically, in place of the word “admin,” Parent/Student Portal URLs include either the word “public” or “guardian,” and the word “teachers” is typically present in the case of Teacher Portal URLs.
Yes, the South Carolina Department of Education (SCDE) provides anonymous Teacher and Student Survey result reports to schools using responses from all teachers and students who completed their respective surveys. Parent Survey results are also provided to schools.

As defined in the 2024-25 Accountability Manual for School Report Cards (updated August 30, 2024), “For the purposes of the School Climate indicator, teachers are defined as professional certified staff (PCS) eligible to receive teacher supply monies per the most current code list posted at "https://ed.sc.gov/finance/financial-services/pcs-information/.”
Individuals with the following position codes should complete a survey:
03 – Special Education (Itinerant)
04 – Prekindergarten (Child Development)
05 – Kindergarten
06 – Special Education (Self-Contained)
07 – Special Education (Resource)
08 – Classroom Teachers
09 – Retired Teachers
10 – Library Media Specialists/School Librarians
11 – School Counselors
17 – Speech Therapists
18 – ROTC Instructors
23 – Career Specialists
While surveys are anonymous, districts and schools can view completion statuses. See the document attached above entitled “PS Survey Completion Reports” for walkthroughs and videos of using these reports.
Only one response is accepted for a given School Climate Survey. If a teacher is eligible to complete the survey at multiple schools, that survey will be accessible to them; additionally, if a parent or guardian has more than one associated with them in Parent Portal, they may complete a survey for each student. Instructions for both of these scenarios are linked above in the “Accessing Ecollect Forms SCDE Climate Survey” PDF.
To report technical issues and request support related to Ecollect during this survey administration window, district-level technical contacts should open a ticket at https://www.powerschool.com/support/.
If a ticket is submitted to PowerSchool reporting an issue related to School Climate Surveys, please also reach out to PowerSchool@ed.sc.gov to provide the Data Collection Team with the ticket/case number so that the team can assist with case escalations during the survey window.
