Districts meeting SCDE criteria for eLearning may use up to five eLearning days to make up for short-term disruptions to in-person instruction (e.g., power outages, water main breaks). An eLearning day is used on the specific day schools would otherwise have had to close due to unforeseen emergencies or when a make-up day is normally used.

SCDE’s Office of Government Relations and Policy closely monitors legislation impacting public education. Below is a summary of legislation that passed this year. As a reminder, this year was the first year of a two-year session. Any bills that did not pass this year will remain in the same position when the legislature reconvenes in January.
2024-25 Discipline, Truancy and Chronic Absenteeism Data Verification

The 2024 –25 Discipline, Truancy and Chronic Absenteeism data are now posted in the Accountability Data Transfer (ADT) System/Report Portal for review. It is critical that each district reviews, corrects, and confirms the accuracy of the data by June 16, 2025, at 9:00 am, as these data will be used for state and federal reporting.

In 2023, the South Carolina General Assembly passed “Gavin’s Law,” which criminalized sexual extortion and required South Carolina public schools to educate and notify students of the provision of the act (including adequate notice to students, guardians, the public, and school personnel of the change in law).
FY 2025-2026 Hazardous Transportation and Per-Stop Rate Increase

In 2020, the South Carolina Department of Education (SCDE) suspended collection of fees associated with hazardous transportation costs under pandemic-related emergency authorization. This memo serves as notice that SCDE will resume collecting these hazardous transportation fees, pursuant to state law, for FY 2025-26.
