Academic Recovery Plans

The South Carolina Department of Education (SCDE) recognizes the interruptions in learning that districts have faced during the 2019-2020 and 2020-2021 school years and remain committed to assisting districts in accelerating learning for all students.  All districts were required to submit an academic recovery plan by May 28, 2021 detailing goals and strategies for providing annual growth in English language arts (ELA) and math for all students and catch-up growth for those most impacted by the pandemic.

While the request focused on ELA and math, districts were encouraged to give attention in the plan to other areas, particularly for credit-bearing pathways that lead to on-time graduation. Districts were encouraged to use the interim data provided by Education Analytics as well as other data sources within the district to develop this plan. It was recommended that districts complete a similar process with schools prior to completing and submitting the district plan.  In addition to the Education Analytics report, districts were asked to consider other data sources, but not limited to:

  • The End-of-Course Examination Program (EOCEP) results;
  • Attendance data;  
  • Grade distributions;
  • District-administered assessments; and
  • Early learning assessments and screening tools.


The SCDE developed a roadmap document to assist school and district leaders with implementing data-based problem solving, and choosing effective strategies and interventions that fit students’ needs.

Developing Goals and Action Steps

Districts must set measurable goals for student growth and achievement in ELA and math. All goals should address how the district will accelerate learning, using measurable targets that maximize growth for all students and provide necessary catch-up growth for some. By accelerating learning, districts should focus on moving students from below grade level expectations to meeting and exceeding grade level expectations.

Districts should consider differentiated goals for grade bands or specific grade levels based on students with mild, moderate, or significant academic impacts from the pandemic. Goals may address broad or narrow populations based on data analysis and identified need.

In addition to providing goals, districts should also include:

  • Strategies for meeting these goals;
  • Description of how these strategies address each tier of learning lag (mild, moderate, and significant);
  • Goal timeline (ie. fall to spring goal, spring to spring goal, 2-year goal, etc.);
  • Evaluation of progress toward goals; and
  • Funding source(s) used to meet these goals.

While some strategies may be specific to certain grade bands or subjects, other strategies may be used for multiple goals.
