Reading Plans (State, District, and School)

The Read to Succeed legislation (Act 284) required the South Carolina Department of Education (SCDE) with the approval of the State Board of Education develop, implement, evaluate, and continuously refine a comprehensive state plan for prekindergarten through grade twelve to improve reading achievement. The South Carolina State Reading Plan was approved by the South Carolina State Board of Education on June 10, 2015.  Pursuant to the Read to Succeed Act, as amended by Act 114 of 2024, the South Carolina State Reading Plan was revised to align with the science of reading, structured literacy, and foundational literacy skills for PreK through 5th grade. The revision was approved in December 2024.

The passage of Act 114 updates The Read to Succeed Act by requiring schools and districts to prepare comprehensive reading proficiency plans aligned to the science of reading, structured literacy and foundational literacy skills. Therefore, the current reading plan format reflects this change. 

  • Act 114 requires all primary and elementary schools to submit a reading plan to the SCDE and removes the requirement for some middle schools and all high schools. 
  • Middle schools with 50% or more of students scoring at the lowest achievement level in ELA on the state summative assessment from the prior year are required to submit a reading plan. 
  • All reading plans must document how reading and writing instruction and intervention align with the science of reading, structured literacy, and foundational literacy skills.
  • Schools must post their plan to school websites annually.

District and School Reading Plans 2025-26: DUE OCTOBER 14, 2025

District and school reading plans are essential for aligning instruction and intervention with the science of reading. Plans should incorporate core Multi-Tiered System of Supports (MTSS) principles, including evidence-based practices, targeted interventions for reading gaps, and enrichment for advanced readers. Effective plans must include clear SMART goals and actionable steps to guide teachers in improving reading and writing instruction. Goals should align with academic growth or achievement and support the 2030 vision of 75% of students scoring at or above grade level.

All districts and schools should submit their reading plans via the survey links below. Please use the updated information (including survey links, directions, and hard copies of each reading plan template), as prior year documents do not include the new information.
