Payment Summaries Education Finance Act (EFA)/Education Improvement Act (EIA)/Lottery/General Fund

The Financial Services Section of the Office of Finance produces annual payments to school districts of approximately $3 billion dollars. The funding provided on the EFA of 1977 provides school districts with the base funding on which they operate. The EIA of 1984 provides additional funding to school districts in several different program areas or strategies for which the districts may qualify. Lottery funding is allocated to districts in support of Education Accountability Act (EAA) requirements and for K-5 Math, Science, Reading and Social Studies programs.

Misc. Payments: Specific allocations made to support strategic programs that may not be categorized in the EIA/EFA monthly payment reports.

Apple Tag Payments: Public Education license plates are sold at all offices of the SC Division of Motor Vehicles. Proceeds from the sales are transferred to the SC Department of Education to distribute to school districts for further distribution to schools chosen by the license plate purchaser. These funds will be used to supplement the technology funds appropriated by the General Assembly and must be used to purchase computer hardware for classroom instruction.
