Career and Technical Education (CTE) Work-Based Certification Program Participants

Once an application for CTE work-based program enrollment is completed and all required documentation is submitted, a Letter of Eligibility (LOE) is provided to the candidate by the Office of Educator Services. Candidates present this letter to potential employers during their interviews for teaching positions in South Carolina public school districts. Once the candidate receives an employment offer, the employing school district must submit a Confirmation of Employment (COE) Form to the Office of Educator Services. Receipt of the completed COE triggers the issuance of an Induction certificate and officially enrolls the candidate into the five-year CTE work-based certification program.

Program participants are expected to complete all requirements in five, consecutive certification years (July 1 - June 30). 

First Certification Year (July 1 - June 30)

Certificate Type: Induction (First Issue).
Renewal: All first year requirements must be completed before June 30 of the first certification year.

  • Successfully complete DIRECT In-Service Institute 1 and 2.
    • Teachers unable to complete the summer/fall In-Service Institute #1 must begin their certification training with the spring In-Service Institute 2.
  • Attempt required sections of the basic skills examination, WIN Ready to Work Assessment, approved by the South Carolina Board of Education by June 30 of the first year.
What sections of the WIN Ready to Work Assessment do I need to take?
  • Work Ready Math
  • Work Ready Reading
  • Work Ready Data

All sections must be attempted by June 30 of the first year of certification. All sections must be passed by June 30 of the fifth year of certification. Level 4 is considered passing for each assessment to validate basic skills competency. CTE teachers may take the exam as many times as it is offered prior to June 30 of their fifth year of certification.

Where can I take the WIN Ready to Work Assessment and how do I report my scores?

Adult Education in South Carolina centers are the suggested locations to take the required assessments. Contact your district’s Adult Education Program or the one that serves your district. The assessment is free of charge; testers may be required to complete a registration form. Educators should upload an official copy of WIN scores through My SC Educator Portal.

If the teacher does not successfully complete the Induction (First Issue) renewal requirements by June 30, the certificate will expire and remain expired until official documentation is received verifying completion of all outstanding requirements and readmission approved.

Second Certification Year (July 1 - June 30)

Certificate Type: Induction (Second Issue).
Advancement. All Induction (Second Issue) certification requirements must be completed before June 30 of the second certification year.

  • Successfully complete DIRECT In-Service Institute 3 and 4.
  • Successful validation of competency by a state or national certification, certification, or registration examination, if not already on file.
  • Successful formative or summative evaluation of teaching performance as part of the state’s system for Assisting, Developing, and Evaluating Professional Teaching (ADEPT). 
If the teacher does not successfully complete the Induction (Second Issue) requirements by June 30, the certificate will expire and remain expired until official documentation is received verifying completion of all outstanding requirements and readmission approved.
 

Third through Fifth Certification Years (July 1 - June 30)

Certificate Type: Pre-Professional.
Advancement: All remaining certification requirements must be successfully completed before June 30 of the fifth certification year:

  • Attain at least the minimum qualifying score on all sections of the basic skills examination approved by the South Carolina Board of Education (WIN assessments) if not previously accomplished. All sections must be passed by June 30 of the fifth year of certification.
  • Complete six (6) semester hours of Professional Education Coursework.
  • Successful summative evaluation of teaching performance as part of the state’s system for Assisting, Developing, and Evaluating Professional Teaching (ADEPT).

Work-based certified teachers are eligible for a Professional certificate if they complete all certification program requirements prior to June 30 of their fifth certification year.

If all work-based certification requirements are not completed within a total of five certification years in accordance with South Carolina Code of Laws, Chapter 26, Section 59-26-40 and Regulation R. 43-63, Requirements for Career and Technology Education Work-Based Certification, the teacher will not have completed the program in the prescribed time period will be ineligible for a Professional work-based teaching certificate.
