Frequently Asked Questions

How many types of School Climate Surveys are there?

There are three, named for who completes each one:

  • Student Survey
  • Teacher Survey
  • Parent and Guardian Survey

Why are these surveys being administered?

Please reference the Education Oversight Committee’s Accountability Manuals page for the most recently updated version of their Accountability Manual, which specifies usage of Climate Survey responses in calculating School Report Card metrics.

Will Parent and Guardian School Climate Surveys be used in the School Climate rating calculation for school report cards?

While all feedback received in each survey is used to consider school improvements, the surveys that have direct quantitative correlations in calculating report card scores are the Teacher Survey and the Student Survey.

How will School Climate Surveys be administered this year? How are they accessed and submitted by participants?

The Student and Teacher Surveys will be accessed through Ecollect via Student/Teacher Portals.

The Parent Survey will be administered through Qualtrics. Links to the Qualtrics site will be available through Ecollect that parents may access via Parent Portal. Parents will receive one survey link per student associated with that parent/guardian.

Please see the document linked above entitled “Accessing Ecollect Forms SCDE Climate Survey” for instructions on how respondents can access their respective surveys.

**Note that URLs for accessing PowerSchool portals (i.e., the PowerSchool Parent/Student Portal and Teacher Portal) vary from district to district; typically, in place of the word “admin,” Parent/Student Portal URLs include either the word “public” or “guardian,” and the word “teachers” is typically present in the case of Teacher Portal URLs.

Will SCDE provide schools with anonymous School Climate Survey responses?

Yes, the South Carolina Department of Education (SCDE) provides anonymous Teacher and Student Survey result reports to schools using responses from all teachers and students who completed their respective surveys. Parent Survey results are also provided to schools.

Who completes the Teacher School Climate Survey?

Please see the most recently updated version of the Accountability Manual (found on this page) and do a Ctrl+f search within the document for “What Teachers are Included in the Indicator” to view the specifics information provided.

As defined in the 2025-26 Accountability Manual for School and District Report Cards (updated September 10, 2025), “For the purposes of the School Climate indicator, teachers are defined as professional certified staff (PCS) eligible to receive teacher supply monies per the most current code list posted at "https://ed.sc.gov/finance/financial-services/pcs-information/.”

Individuals with the following position codes should complete a survey:
03 – Special Education (Itinerant)
04 – Prekindergarten (Child Development)
05 – Kindergarten
06 – Special Education (Self-Contained)
07 – Special Education (Resource)
08 – Classroom Teachers
09 – Retired Teachers
10 – Library Media Specialists/School Librarians
11 – School Counselors
17 – Speech Therapists
18 – ROTC Instructors
23 – Career Specialists

Please be sure that SC Educator is updated with current employment dates, FTEs, and Position Codes, as these are the elements that will determine who is included in the calculations for School Report Cards. Additionally, note that PowerSchool Teacher Portal accounts are needed for any teacher with a code in SC Educator listed above so that those teachers can access the Ecollect form.

Is there a way for districts and schools to monitor completion of surveys throughout the window?

While surveys are anonymous, districts and schools can view completion statuses. See the document attached above entitled “PS Survey Completion Reports” for walkthroughs and videos of using these reports.

How many responses are accepted for each survey?

Only one response is accepted for a given School Climate Survey. If a teacher is eligible to complete the survey at multiple schools, that survey will be accessible to them; additionally, if a parent or guardian has more than one associated with them in Parent Portal, they may complete a survey for each student. Instructions for both of these scenarios are linked above in the “Accessing Ecollect Forms SCDE Climate Survey” PDF.
